The Secretariat of Environment and Natural Resources (Semarnat) and the National Commission of Natural Protected Areas (Conanp) initiated a constitutional controversy against the Urban Development Program intended for Holbox, that was published by the Municipality of Lázaro Cárdenas, Quintana Roo.

The controversy is in response to the Urban Development Program of the Municipality of Lázaro Cárdenas, published on Friday, April 13, which establishes the creation of a new population center on the Isla Grande de Holbox along 22 kilometers of the coastal dune that has not been disturbed and that is currently in perfect state of conservation.

“This publication contravenes Article 46 of the General Law of Ecological Equilibrium and Environmental Protection (LEGEPA) which states: “In the Protected Natural Areas, the establishment of new population centers will not be authorized,” as read in the release.

Semarnat and Conanp argued that this program is unconstitutional and puts at risk the conservation of the natural wealth of Holbox and the Yum Balam Natural Reserve. In addition, it invades powers of the federal sphere.

The island of Holbox is part of the Natural Protected Area (Anp) Yum Balam, located in the north tip of the state of Quintana Roo and that in 1994 was decreed as a Flora and Fauna Protection Area (Apff).

This area is home to 4 mangrove species, jungles, lagoons and coastal dunes, coral reefs, marine turtles, jaguars, breeding sites for the pink flamingo, whale sharks and more than 1,100 other species, of which 112 are considered as endangered by the SEMARNAT and PROFEPA.

Alejandro del Mazo, National Commissioner of Protected Natural Areas, gave the announcement via Twitter.
